These ruins are located near the northwestern edge of the Mojave Wasteland, just to the west of New Vegas Steel and the West Pump Station. The idea there is to first access the South Vegas Ruins. After all, if you teleport anywhere near that location, you'll find that debris and walls will block your entry towards it.
